Gouvernance des Organisations · Au-delà du Balanced Scorecard
Organizational Governance · Beyond the Balanced Scorecard
FMS-DF® rethinks the architecture of organizational governance: a fractal approach to simultaneously managing performance and value creation.
Born from the reconstruction of the Balanced Scorecard for IT, the model has proven applicable to any organization, whatever its nature.
Le modèle
The model
FMS-DF® is positioned as an organizational governance meta-model. It applies to any type of entity : IT department, HR function, public administration, hospital, non-profit, law firm : through simple sectoral customization of labels and content, with no modification to the underlying architecture. The BSC becomes a particular, simplified instance of FMS-DF®: single-level, single-sector, single-purpose.
Its fundamental difference: a standardized interconnection protocol that allows holons at different levels to share the same governance logic, without flattening what makes each one specific.
A documented migration path runs from the existing BSC to FMS-DF®, through incremental steps that preserve existing investments.
FMS-DF® is positioned as a meta-model in the sense of structural encapsulation: its architecture is generic enough to integrate existing models as particular cases. The BSC, IT BSC, and HR BSC become simplified instances of FMS-DF®. Operational frameworks already in place (ITIL, COBIT, ISO 27001) find their natural home in the Processes perspective, with no disruption or loss of prior investment. Other models remain complementary: VSM for systemic viability, EFQM for excellence, 7S for diagnostic.
If contributing to stakeholders is necessary, optimizing one's own capital, both tangible and intangible, is essential. Any manager (CEO, CIO, CHRO...) is sensitive to the fact that the model takes them into account, themselves and their structure, in the equation, on the same footing as the parent organization they serve.
A parallel can be drawn with the balance between selfishness and altruism in human groups, as shown by game theory and evolutionary biology. In this way, FMS-DF® introduces an element of Adam Smith's "invisible hand": each pilot, guided by the specific interest of their own entity, contributes to the wealth and common good of the whole.
A single model applicable at all organizational levels, from executive committees to project teams, with vertical and horizontal consistency.
Constitutive articulation between an entity's own existence and its contribution to its environment: contributing to exist, existing to contribute. The model formalizes this founding duality by articulating two structural purposes: the entity's own capital and the satisfaction of its constituting stakeholders.
Quelques autres exemples :
service Achats, banque, ONG, usine, exploitation agricole, station spatiale...
The same model applies to any organization, with no architectural change. A few more examples:
Procurement, bank, NGO, factory, farm, space station...
If your organization manages resources and interacts with stakeholders, FMS-DF® applies.
Explicit integration of negative value as a structural output : technical debt, eroded working conditions, lost trust : where the standard BSC only models positive value creation.
The model also captures competitive dynamics and influence struggles, within and between organizations: what others do to you, intentionally or not. Not to prescribe predatory strategies, but to stop suffering them unseen.
A standardized mechanism managing exchanges between FMS-DF® instances: each entity governs its own processes using the same structure, making inter-organizational interfaces naturally coherent.
The fractal network topology is natively compatible with AI-augmented governance. The interconnection protocol provides a shared grammar that autonomous agents can leverage instance by instance : with no architectural overhaul required.

About
