Le modèle
The model
Le FMS-DF® se positionne comme méta-modèle de gouvernance organisationnelle. Il s'applique à toute entité, quelle que soit sa nature : DSI, direction des RH, administration publique, hôpital, association, cabinet d'avocats : via simple personnalisation sectorielle des libellés et des contenus, sans modification de l'architecture. Le BSC devient une instance particulière et simplifiée du FMS-DF® : mono-niveau, mono-sectorielle, à finalité unique.
Sa différence fondamentale : un protocole d'interconnexion standardisé qui permet à des holons de niveaux différents de partager une même logique de pilotage, sans uniformiser ce qu'ils ont de spécifique.
Une trajectoire de migration progressive est documentée : du BSC existant vers le FMS-DF®, par évolutions incrémentales préservant les investissements en place.
Le FMS-DF® se positionne comme méta-modèle au sens d'une encapsulation structurelle : son architecture est suffisamment générique pour intégrer les modèles existants comme cas particuliers. Le BSC, l'IT BSC, le HR BSC deviennent des instances simplifiées du FMS-DF®. Les référentiels opérationnels déjà en place (ITIL, COBIT, ISO 27001) trouvent naturellement leur place dans la perspective Processus, sans rupture ni perte d'investissement. D'autres modèles restent complémentaires : le VSM pour la viabilité systémique, l'EFQM pour l'excellence, le 7S pour le diagnostic.
FMS-DF® is positioned as an organizational governance meta-model. It applies to any type of entity : IT department, HR function, public administration, hospital, non-profit, law firm : through simple sectoral customization of labels and content, with no modification to the underlying architecture. The BSC becomes a particular, simplified instance of FMS-DF®: single-level, single-sector, single-purpose.
Its fundamental difference: a standardized interconnection protocol that allows holons at different levels to share the same governance logic, without flattening what makes each one specific.
A documented migration path runs from the existing BSC to FMS-DF®, through incremental steps that preserve existing investments.
FMS-DF® is positioned as a meta-model in the sense of structural encapsulation: its architecture is generic enough to integrate existing models as particular cases. The BSC, IT BSC, and HR BSC become simplified instances of FMS-DF®. Operational frameworks already in place (ITIL, COBIT, ISO 27001) find their natural home in the Processes perspective, with no disruption or loss of prior investment. Other models remain complementary: VSM for systemic viability, EFQM for excellence, 7S for diagnostic.

Intégration explicite de la valeur négative comme output structurel : dette technique, dégradation des conditions de travail, confiance érodée, là où le BSC standard ne modélise que la création de valeur positive.
Le modèle intègre également les dynamiques de compétition et de lutte d'influence, intra comme inter-organisationnelles : ce que d'autres vous font, intentionnellement ou non. Non pour prescrire des stratégies de prédation, mais pour ne plus les subir sans les voir.
Explicit integration of negative value as a structural output : technical debt, eroded working conditions, lost trust : where the standard BSC only models positive value creation.
The model also captures competitive dynamics and influence struggles, within and between organizations: what others do to you, intentionally or not. Not to prescribe predatory strategies, but to stop suffering them unseen.

La topologie réseau des instances fractales est nativement compatible avec une gouvernance augmentée par IA. Le protocole d'interconnexion constitue une grammaire commune exploitable par des agents autonomes déployés instance par instance : sans refonte de l'architecture.
